Building AI capabilities is critical for firms, yet little is known about their micro-foundations. This study examines anomaly-detection AI models for a coal power plant. It highlights "data diplomacy" – the strategic capability to muster support for AI building in ways that internalise stakeholders’ temporal work and the consequences arising from the nature of data – and contributes to the micro-foundations of AI capability formation.
